Recently the National Academies completed an assessment of a U.S. based Electron Ion Collider, concluding that "the science questions that an EIC will answer are central to completing an understanding of atoms as well as being integral to the agenda of nuclear physics today." Jefferson Lab has developed a high-performance EIC concept that makes use of existing infrastructure to deliver high-luminosity, high-polarization electron-ion collisions in the center of mass energy range from ~20 GeV to ~100 GeV. The underlying motivation and progress in developing the Jefferson Lab EIC (JLEIC) concept will be described. Some of the principal technical challenges and R&D thrusts will be explored.
