Understanding the structure of strongly interacting matter, i.e. most of the observable matter around us in the universe, in terms of the Standard Model of Quantum Chromodynamics is an outstanding and fundamental problem in physics. A new collider which would directly probe the quark and gluon constituents of hadronic matter is under consideration at this time. The scientific motivation and expected impact of such a new machine will be described. The general charcteristics of the accelerator will be outlined.
